Poker in South Africa: the law, online play and the live circuit

South Africa has the most developed live poker scene in Africa and an online position that has been stuck in legal argument for the better part of two decades. Both facts shape how poker works here.

The legal position

South Africa regulates gambling under the National Gambling Act, with a National Gambling Board and provincial licensing authorities. Land-based casinos are licensed and substantial; the country has a real casino industry with poker rooms attached.

Online casino gaming is the unresolved part. South Africa licensed online sports betting but not online casino play, and attempts to extend the framework have not been completed. The practical result is that South Africans play poker on international sites, without a domestic licence standing behind those sites.

Enforcement has historically been aimed at operators and at payment processing rather than at individual players. That is the honest description of where things stand, and it is general information rather than legal advice.

What to check

With no local licence there is no local recourse: no South African regulator to complain to, no domestic dispute process. Pick an operator on its own licence and record.

Rand handling and withdrawal routes are the practical things to test before committing a real balance — more so here than in most markets.

The minimum gambling age is 18.

The live scene is genuinely good

South Africa is the only African country with a sustained international tour presence. The World Poker Tour ran its Emperors Palace Poker Classic in Johannesburg, and WPTDeepstacks has returned to the city since. Sun City and the Emperors Palace complex have been the anchors of the domestic calendar for years.

The players

Raymond Rahme's third place in the 2007 WSOP Main Event, worth $3,048,025, is still the best result any African player has recorded — he was 62 at the time and reached 67th in the world.

Jarred Solomon has the most consistent WSOP record of any South African, including a $10,000 Pot-Limit Hold'em Championship runner-up finish. Ahmed Karrim took second in The Closer at the 2022 WSOP. Max Deveson, the best-ranked South African today, won the WSOP International Circuit Main Event in Marrakech in January 2024.
