Poker in Hong Kong: online rooms, the legal position and the city's high rollers

Hong Kong produces more elite high-stakes poker players per head than almost anywhere on earth: Daniel Chi Tang and Elton Tsang alone have won more than $75 million between them. Yet the city itself has no licensed poker room, and its gambling law is among the strictest in Asia. Is poker legal in Hong Kong?

Hong Kong's Gambling Ordinance (Cap. 148) makes gambling unlawful unless it takes place through the Hong Kong Jockey Club, which holds the only licences for horse racing, football betting and the Mark Six lottery, or falls under a narrow exemption for social gambling in private premises where nobody takes a cut. There is no licence for a poker club or an online poker site, and betting with an unauthorised operator — including an overseas website — is itself an offence for the bettor, not only the operator. In practice enforcement has focused on illegal bookmakers and gambling dens rather than individuals playing online, and the offshore sites listed here accept Hong Kong players with Hong Kong dollar deposits. Where Hong Kong players play live

The simple answer is Macau, an hour away by ferry or bridge, where casinos are legal and the Wynn poker room and periodic APPT and Triton stops have hosted the region's biggest games. Within Hong Kong, poker clubs come and go under club or amusement models and results from venues such as the Hong Kong Poker Studio in Kowloon appear in the international databases, but none of them is a licensed casino and the legal footing is fragile. Home games among friends with no rake are the one clearly lawful form of the game.

Online poker for Hong Kong players

GGPoker lists Hong Kong among the markets it serves, and Natural8, GGPoker's Asian-facing sister site, has a strong Hong Kong player base with local-language support.
