GGPoker Japan: what Japanese players need to know before playing online

Japan has become one of the fastest-growing poker communities in the world, with hundreds of 'amusement' poker rooms in Tokyo and Osaka and a generation of players winning big abroad. Is online poker legal in Japan?

No. Gambling for money is a criminal offence under Articles 185 and 186 of the Japanese Penal Code, with narrow exceptions for public lotteries, horse racing and similar state-sanctioned betting, and the government has stated that this applies to online casinos and poker sites based overseas. Prosecutions of individual online players have been rare, but they have happened, and the police have been more active since 2024. Playing on GGPoker from Japan is therefore at your own legal risk. A foreign licence is not a defence

It is worth being exact about what the site's licence does and does not do for you here. The international ggpoker.com platform is operated by GG International Limited, incorporated in the Isle of Man, registered office The Hubb, Queen Victoria House, Victoria Street, Douglas, IM1 2LF, licensed and regulated by the Isle of Man Gambling Supervision Commission under a licence issued under the Online Gambling Regulations Act 2001 on 15 October 2020. That licence governs the contract between you and the operator. It has no bearing on Japanese criminal law, and the Japanese government's stated position is that the Penal Code reaches overseas sites regardless of where they are licensed. Anyone presenting a foreign licence as making play lawful in Japan is misreading it. There is no Japanese-licensed GG brand; in markets that have one the entity differs — Germany's ggpoker.de is NSUS Malta Limited on the German whitelist, with further separately licensed GG brands in the Netherlands, Ontario, the United Kingdom and Romania.

The legal way to play in Japan

Japan's poker boom happened without real money. Amusement poker rooms — hundreds of them, concentrated in Tokyo, Osaka and Nagoya — charge an entry fee and play for prizes and tournament tickets rather than cash, which keeps them on the right side of the law.
