The legal position
Gambling in Slovenia is supervised by the Financial Administration of the Republic of Slovenia (FURS) through its Special Financial Office, under a concession system rather than an open licensing regime.
The decisive detail is that **there is no standalone online gambling licence**. Online operations are permitted only as an extension of an existing land-based casino or lottery concession, and there are roughly five active concession holders — Loterija Slovenije, Športna Loterija, the HIT Group, Casino Portorož and Casino Bled. An operator holding a Maltese, UK, Gibraltar or Curaçao licence cannot convert that into Slovenian access.
