Romania is one of the easier markets to be precise about, because the regulator requires operators to print their licence details on the page. Unibet's Romanian site does exactly that, and the notice is specific enough to check against the ONJN's own register.

The licence is number L1260657W001792, issued by the Supervisory Committee of the Oficiul Naţional pentru Jocuri de Noroc to Unibet (Germany) Limited, Level 6, The Centre, Tigne Point, Sliema, Malta, valid from 1 September 2026 until 31 August 2036.

What the licence is, and who holds it

The holder is a Maltese company, Unibet (Germany) Limited, operating in Romania under a Romanian remote licence rather than under its Maltese one. That distinction is the whole point of the Romanian regime: an operator needs its own ONJN remote gambling licence to offer poker to Romanian players legally, whatever other licences it holds elsewhere. Unibet's Romanian footer also lists UK Gambling Commission and Malta Gaming Authority licences, and the group's position is that those three authorisations stand behind the legality of its services.

The ONJN sits under the Ministry of Finance. Its Supervisory Committee issues the licences, it publishes the licensed-operator lists monthly, and it runs a national self-exclusion register. Because the lists are republished every month, a licence is one of the few facts about an online room that can actually be verified from a primary source on any given day.

What the Romanian poker offer looks like

Unibet runs a full poker section on the Romanian site: cash tables, a published tournament schedule, the Unibet Open live festival, the room's poker loyalty programme, a set of strategy guides and a poker promotions page with its own welcome offer.
