Poker in Portugal: three licensed online poker rooms, and shared liquidity
Portugal is one of the clearer regulated poker markets in Europe, because the regulator publishes the whole answer on one page. The Serviço de Regulação e Inspeção de Jogos (SRIJ), part of Turismo de Portugal, maintains a register of licensed online gambling entities that names each brand, its website, the company behind it, every game type the licence permits, and every subsequent endorsement to that licence. Read it and you know exactly which sites may legally deal poker to Portuguese players.
When we read that register, nineteen brands held Portuguese online licences — and only three of them were licensed for poker.
This is general information taken from the regulator's own register, not legal advice.

888poker
Running since 1997 and part of a London-listed group, 888poker holds its own licences in Great Britain (UKGC 39028) and Malta (MGA/CRP/121/2006-09), plus separate locally licensed sites for Sweden, Denmark, Romania, Germany, Spain, Italy, Portugal and Ontario. Its tables are known for a softer recreational field than the biggest networks.

The three brands licensed for poker
Most of Portugal's licensed operators are sports-betting and casino brands. Poker is a separate authorised game type, and it appears on exactly three licences:
- **PokerStars**, at pokerstars.pt, operated by REEL EUROPE LIMITED under Licence No. 005, covering tournament poker, Hold'em and Omaha, plus Blackjack/21 and French roulette, with slots and shared liquidity added by later endorsements. - **888**, at 888.pt, operated by 888 PORTUGAL LIMITED under Licence No. 016, covering tournament poker, non-banked Hold'em, non-banked Omaha, draw-less poker, French roulette and slots, with shared liquidity added by Endorsement No. 1. - **ESCOnline**, at estorilsolcasinos.pt, operated by ESTORIL SOL DIGITAL under Licence No. 003, which began as a casino licence and gained tournament poker, Hold'em and Omaha through Endorsement No. 4 — the online arm of the Estoril Sol casino group.
Everything else on the register — Betclic, Bwin, Betano, Casino Portugal, Solverde, Nossa Aposta, Placard.pt, Luckia, Moosh, Bacanaplay, LeBull, GoldenPark, YOBINGO, Retabet and Vincino — is licensed for betting, casino games or bingo, not for poker. If a site offers you poker in Portuguese and is not one of the three above, it is not operating under a Portuguese poker licence.
Shared liquidity is the thing that matters most
All three poker licences carry an endorsement for poker *em regime de liquidez partilhada* — shared liquidity. That is the single most important fact about Portuguese online poker. A ring-fenced national market of ten million people produces thin tables and small prize pools; a shared pool lets Portuguese players sit with players in other participating European markets. The endorsements cover tournament poker, Hold'em and Omaha, which is to say the formats that actually need the traffic.
Note the wording on the 888 and ESCOnline licences: the Hold'em and Omaha entries are specified as non-banked poker. That is the regulator distinguishing player-versus-player poker from a dealer-banked table game that happens to use poker hand rankings. The licences permit the real thing.
What the licence costs an operator
The SRIJ publishes the entry price, which is a useful measure of how serious the regime is. A licensee must lodge two securities with the regulator: €500,000 to guarantee its legal obligations, including the estimated balances in player accounts and any fines imposed under the online gambling regime, and a further €100,000 to guarantee payment of the special online gambling tax (IEJO). Fees are set by Portaria no. 211/2015 and indexed; as updated on 1 March 2026, initial approval of an operator's technical gaming system cost €21,721.65 plus €2,413.52 for each betting category or game type operated. Operators pay the IEJO on top.
The €500,000 bond is why a Portuguese licence is worth checking for: it exists specifically so that player balances survive an operator failing.
Self-exclusion, and why the route you choose matters
Portugal runs a central self-exclusion platform at the SRIJ, and the choice between it and an operator's own tool has very different consequences. Self-excluding on a single licensed website blocks only that website. Self-excluding through the SRIJ platform blocks every online gambling site licensed in Portugal.
The mechanics, as the regulator sets them out: the minimum period is three months, and a request can also be made for an indefinite period. During a fixed-term exclusion, accounts and registrations are suspended and the player can still withdraw funds; during an indefinite exclusion they are cancelled and the available balance is transferred to the player's own payment account. Someone not registered anywhere cannot open an account during the exclusion either. Ending an exclusion — or bringing forward a date already fixed — takes effect one month after the player gives notice, so there is no same-day reversal. A separate process covers banning yourself from physical casino gaming rooms.
Checking a site before you deposit
The SRIJ register is the test, and it is more current than any guide. Look up the brand, confirm the website matches the domain in your browser, confirm the operating entity, and confirm poker appears among the authorised game types. Licensed operators verify a player's identity at registration, so expect to provide documents; the regulator's player pages do not publish a single minimum-age figure, so take the age condition from the operator's own terms.
Poker is entertainment, and a licence makes a market safer rather than safe. Decide what a session is worth to you before you sit down, and use the SRIJ platform rather than a single operator's tool if you want a break that actually holds.
Frequently asked questions
Is online poker legal in Portugal?
Yes, through operators licensed by the Serviço de Regulação e Inspeção de Jogos (SRIJ). Poker is a separately authorised game type, and when we read the SRIJ register of licensed entities only three brands held it: PokerStars (pokerstars.pt), 888 (888.pt) and ESCOnline (estorilsolcasinos.pt).
Can Portuguese players play in shared international pools?
Yes. All three Portuguese poker licences carry an endorsement for poker in a shared-liquidity regime, covering tournament poker, Hold'em and Omaha, so Portuguese players are not confined to a ring-fenced national pool in those formats.
Which companies hold Portugal's online poker licences?
REEL EUROPE LIMITED operates PokerStars under Licence No. 005, 888 PORTUGAL LIMITED operates the 888 brand under Licence No. 016, and ESTORIL SOL DIGITAL operates ESCOnline under Licence No. 003, with poker added to that licence by Endorsement No. 4.
How do I self-exclude from online poker in Portugal?
Either on the licensed operator's own website, which blocks that site only, or through the SRIJ's central self-exclusion platform, which blocks every online gambling site licensed in Portugal. The minimum period is three months, an indefinite option exists, and ending an exclusion takes effect one month after notice.
What protects money held in a Portuguese player account?
A licensee must lodge a €500,000 security with the SRIJ covering its legal obligations, including the estimated balances in player accounts and any fines under the online gambling regime, plus a further €100,000 against the special online gambling tax.
