Poker in Latvia: 20 licensed organisers, and what a TI licence means
Latvia runs one of the more transparent licensing registers in the Baltic region, and the first thing to know is where it now lives. The old gambling supervisor, the Izložu un azartspēļu uzraudzības inspekcija, no longer has its own website — iaui.gov.lv now resolves to the Valsts ieņēmumu dienests, the State Revenue Service, which publishes the gambling registers as part of its own site.
What it publishes is specific: every licensed gambling organiser, its company registration number, its websites, its registered address, its licence numbers and the exact categories of gambling it may organise. When we read it, the register listed **20 licensed organisers** and was marked updated on 1 June 2026.
General information drawn from the regulator's own register, not legal advice.

Is online poker legal in Latvia?
Two licences, and why the second one matters
Latvian operators carry licence numbers in two series, and the difference decides whether you can play from your sofa.
An **A-series** number (A-47, A-51, A-55 and so on) is the gambling-organiser licence. A **TI-series** number is the interactive gambling licence — the online permission. Most of the register's entries hold both: SIA "ALFOR" has A-47 and TI-06, SIA "OPTIBET" has A-66 and TI-01, SIA "LVBet" has A-69 and TI-14.
The exception is instructive. SIA "OLYMPIC CASINO LATVIA" holds A-55 and no TI number, and the register lists no website for it at all. That is a land-based operator, and no amount of searching will find a legal Latvian online product under that name.
So the quick test for a Latvian player: find the operator in the register, and look for a TI number. No TI, no licensed online play.
Where poker sits in the categories
The register states the permitted categories for each licensee, and the recurring formula is: gaming machine games, bingo, roulette, **card and dice games**, totalisator and betting, and interactive gambling. Poker falls inside the card-games category rather than getting a line of its own, which is why the register will not tell you whether a given site actually runs a poker room — only that card games are within its licence.
That is a real limit on what a register can answer, and we would rather say so than imply the regulator has blessed a specific poker lobby. The licence tells you the operator is lawful and supervised; the lobby tells you whether there is a game.
The licensed organisers, as the register lists them
Twenty companies, with the domains they are registered to run:
SIA "ALFOR" (fenikss.lv), SIA "LAIMZ" (laimz.lv), SIA "DLV" (winguru.lv), SIA "KLONDAIKA" (klondaika.lv), SIA "JOKER LTD" (synottip.lv, my.synottip.lv), SIA "Latsson Licensing" (betsafe.lv, triobet.lv), SIA "LVBet" (lvbet.lv), SIA "X3000" (x3000.lv), SIA "NB" (casino777.lv), SIA "NIKS" (spelet.lv), SIA "OLYMPIC CASINO LATVIA" (no website), SIA "OPTIBET" (optibet.lv), SIA "PAF Latvija" (pafbet.lv, pafcasino.lv), SIA "BALTENT" (spins.lv), SIA "Viensviens" (11.lv, viensviens.lv), SIA "Olybet Latvia" (olybet.lv), SIA "Tonybet" (tonybet.lv), SIA "Joker.lv" (joker.lv), SIA "Luckybet.lv" (luckybet.lv) and SIA "GMF" (aladins.lv).
Almost all of them are registered in Rīga, several of them at the same handful of addresses — Satekles iela 2B, Dzirnavu iela 39-8, Ģertrūdes iela 12-7 and Katrīnas iela 12 each host more than one licensee, which is worth knowing if you assume four brands means four independent companies. The State Revenue Service also notes separately that VAS "Latvijas Loto" is not a gambling organiser, despite holding the gambling merchant category code.
Alongside the organiser register, the authority publishes a register of licensed gaming venues, a register of approved gaming machines and software, a list of **blocked merchants**, and the planned distribution of gaming equipment by municipality. The blocked list is the other half of the whitelist: Latvia names what it has shut out as well as what it has let in.
Self-exclusion and support
Latvia operates a statutory self-exclusion register — the register of persons who have self-excluded from gambling. Registration is the first step the authority lists on its player-support page, with the inspectorate reachable on +371 67504955 or +371 67504966 for anyone who needs help doing it. Its advice is sequenced sensibly: register first, then choose a specialist for the early stage of recovery, then choose a support group.
The support organisations it points to are Anonīmie spēlmaņi (Gamblers Anonymous Latvia, as.org.lv), the Skalbes association (skalbes.lv), the Minnesota programme at Ģintermuiža hospital, and the Minnesota programme at the Rīga Centre of Psychiatry and Addiction Disorders.
Poker is entertainment, not income. If a session stops feeling like a choice, the self-exclusion register is the tool that actually works, because it binds the operators rather than relying on you.
Frequently asked questions
Which authority regulates gambling in Latvia?
The Valsts ieņēmumu dienests (State Revenue Service). The former Izložu un azartspēļu uzraudzības inspekcija no longer runs a separate site — iaui.gov.lv resolves to vid.gov.lv, where the gambling registers are published.
How many licensed gambling operators does Latvia have?
Twenty licensed gambling organisers were listed in the register when we read it, which was marked updated on 1 June 2026, together with each company's registration number, websites, registered address and permitted categories.
What is a TI licence in Latvia?
A TI-series number is the interactive (online) gambling licence, issued alongside the A-series gambling-organiser licence. An operator with an A number but no TI number is licensed for land-based gambling only — SIA "OLYMPIC CASINO LATVIA" is the register's example, holding A-55 with no website listed.
Is online poker licensed in Latvia?
Latvian licences cover card and dice games as a category and interactive gambling as a separate permission, so an operator holding both may lawfully offer online card games including poker. The register does not list poker on its own, so whether a particular site runs a poker room has to be checked in its lobby.
How can a Latvian player self-exclude from gambling?
By registering in the state register of persons who have self-excluded from gambling. The supervisory authority gives +371 67504955 and +371 67504966 for help with registration, and points to Gamblers Anonymous Latvia, the Skalbes association and the Minnesota programmes at Ģintermuiža hospital and the Rīga Centre of Psychiatry and Addiction Disorders.
