When every player folds to the big blind and they win the small blind and any antes without a card being dealt beyond the deal. A walk is free money, and in a full ring game it happens rarely enough to be worth noticing.
Walks become common short-handed and at the end of tournaments, where a single player frequently finds everyone folding. In a heads-up match a walk means the small blind, who is on the button, folded rather than playing — a leak that gives up the blinds without a fight.
Dealers often announce it aloud, partly so the table knows the hand is over and partly to prevent a big blind who is not paying attention from mucking the winner.
