Verbal declaration

In virtually all cardrooms a spoken action ('raise', 'call', 'all-in') is binding the moment it is said, whatever the chips do afterwards. Announcing a bet size before moving chips also protects you from string-bet rulings.

Example. She said 'call' and then saw the raise; the dealer held her to the call.
