A range that still contains the very strongest hands, giving its owner licence to apply maximum pressure. The pre-flop raiser is typically uncapped after the flop.

Which actions keep a range uncapped?
Raising rather than calling at each decision point — three-betting preflop, raising the flop, betting the turn. A preflop four-bettor on an ace-high board is uncapped; a preflop caller usually is not.
Why does it matter?
Because it decides who can apply pressure. The player with the uncapped range can overbet and shove profitably; the capped one must defend with hands that are often second best. Much of modern river strategy is simply working out which side of that you are on.
