Why block bet instead of checking?
Because checking out of position invites a bet you would struggle to call. Betting a quarter of the pot yourself sets the price, gets called by worse hands, and turns an awkward decision into a cheap showdown.
What is the risk?
A raise. A small bet is easy to attack, and against an observant opponent a predictable block bet becomes a target. The counter is to also block with some strong hands, so the small size is not purely a confession of weakness.
